I don't understand the aversion to playerhouses in regards to expansion. I've seen UN referenced as being a cluttered mess, but UN also did it badly. A decent sized, albeit empty and moderately detailed overworld level could be designed deliberately with playerhouses/player made content in mind, slap link between the map and that, and it keeps everything concise, encourages player involvement, and expands the map with new things to look at without taking attention from real development - all while both being tidy and out of the way so player content isn't distracting or bothering people who don't like it. Someone could even be hired as a sort of QA, if you wanted to make sure the levels were up to snuff.

Personally, if I were to implement playerhouses, I would do apartments. Just add a building with a shit ton of doors, and if someone wants a playerhouse they can talk to staff and have one put in one of the doors. A door locking and unlocking system would be fairly easy to do too.

Sticking them in apartments actively encourages players to not explore new areas. R2R on UN was stupid. There were tons of phenomenal levels, but no one ever checked because outwardly it was just a bunch of identical doors. Apartments are great when the level serves a function, such as storing items on a server like Era or GK. Having a playerlevel "district" map lets there be some kind of illustrated growth and encourages players take up development and exploration, while also making it something easily ignorable by players who are uninterested.
