NPCs to Play TCG With

I'm sure this has been mentioned many, many, many times, but... Why aren't there NPCs that you can play TCG with?

Racil:
Difficult to script and lack of time I guess.

Ranger:
Other more important projects to work on is my guess.  It'd be cool but i don't see it happening

Racil:
Maybe if we could get going with makeing more miniquests/tasks. There is an old idea to make a card game based task.

Isn't it already scripted? There's NPCs playing against each other in the TCG House.
